For the purpose of Funding the Mission in the Church of the Nazarene, a few terms need to be clarified:
Income
Any donation received by a church that qualifies as a charitable contribution; USA churches already evaluate every dollar that is deposited in their treasuries as either qualifying or non-qualifying for charitable contribution receipts; donations that qualify to appear on a charitable contribution receipt are included in church income.
Charitable Contributions
Gifts received by a church to further its mission in exchange for which the donor receives no tangible, personal benefit; a gift is a transfer of the donor’s entire interest in the donated property; all future dominion and power over the contribution is relinquished, this includes both designated and undesignated offerings such as regular tithes and offerings, Sunday School and NYI offerings, Easter and Thanksgiving offerings, Nazarene Compassionate Ministries projects, Ten Percent Mission Specials, offerings for revival, deputation, Alabaster, love, benevolence, and building funds; capital campaigns; JESUS Film Harvest Partners; and Work & Witness.
Mission Exclusions
Monies given to approved Mission Specials should be recorded as church income; however, these funds will be subtracted from total church income before the percentages are applied for WEF (and in the USA... the percentages will be applied for P&B and EDU funds), examples include World Evangelism Fund (formerly known as the General Budget) and Ten Percent Mission Specials (mission offerings that raise funds for specific needs, connecting donors and ministry).
Rare Circumstances
Very large designated gifts, large non-cash donations such as real estate, catastrophic loss, or other circumstances beyond the ordinary function of the local church.
Global Treasury Services
The financial office of the Global Ministry Center where funds are channeled, recorded, allocated, distributed, and audited.
Pensions & Benefits (P&B) USA Allocation
P&B depends solely on contributions from churches and districts for their fund. This giving forms the cornerstone for services to almost 14,000 ministers. It provides pension plan payments to almost 4,800 retired ministers and widowed spouses, contributions to the savings accounts of thousands of ministers, including senior and associate pastors, evangelists, and district superintendents, as well as church-employed laypersons; and premiums for the pastors life insurance plan, basic long-term disability insurance, and the pensioners death benefit plan. Giving to the P&B Fund also makes it possible to assist pastors and their families in times of special need.
Educational Budgets (EDU)
Nazarene colleges and universities integrate academic scholarship and Christian service with biblical faith and spiritual formation. Holiness, missions and education are the hallmarks of who we are. Our schools, their faculty and administration are committed to teaching and exemplifying the mission, Articles of Faith, Core Values and Covenants of Christian Character and Conduct affirmed by the denomination. We want as many Nazarene students as possible to benefit from the experience of a Nazarene education. Your continuing commitment to funding the mission of Nazarene education is critical to the success of these institutions and our global mission to make Christlike disciples in the nations.

The group of church officers, and department and ministry directors charged with working out the details of the General Board decision to develop a new funding plan.
Assembly Year 2010-2011 (AY10-11)
The 12-month period established by your district assembly, most of the USA/Canada AYs begin between March and July; others begin October 1.
